Summary :

Reinaldo Gonçalves is a professor of Economics teacher at the Federal University of Rio de Janeiro. In this article, he deals with issues related to the functioning of international financial and monetary systems.

He makes suggestions by providing a perspective from developing country of the South. The article is divided into three parts. In the first part, he examines the regulating system. The second part presents an analysis and suggestions concerning the fundamental functions of the international monetary system.

Finally, the last part pays a particular attention to central issues such as the foreign debt of developing countries, loans and institutional changes that occur at an international scale.
